Director, Community Development Mediation
Gary Willoughby leads the Community Development
Mediation Practice for Justice and Sustainability
Associates. Throughout the past three years, Gary has
accumulated rich experience in community development
mediation project management, process design, facilitation
and neighborhood consensus building. Gary specializes in
land use and transportation environmental impact
statement processes involving NEPA and Section 106.
Additionally, Gary serves as an active partner in
AmericaSpeaks, a leader in the deliberative democracy
movement.
Furthermore, Gary guides the expansion of JSA’s
international community development mediation market.
Gary is adapting Alternative Dispute Resolution (ADR)
techniques to suit public participation processes that
contribute to the transformation of civic culture and the
acceleration of sustainable and equitable growth. This
approach focuses on sustainable environmental
development, sustained economic growth, and improved
democracy and governance; Gary’s methods include
providing technical assistance to civil society
organizations, thereby increasing their engagement and
ability to address critical and conflict-prone issues.
Gary joined Justice and Sustainability Associates in 2005.
